Telis Energy UK’s founding team has deep expertise in the development of high impact green energy projects with a track record of more than 1GW in the UK.

Our ambition is to create a multi-GW UK wide portfolio of high impact green energy tech hubs based on multiple technologies and a single point of connection that will have an immediate effect on energy security and climate change, and will lead to cheaper energy and greater food security. 

Building on the team’s extensive development experience in the UK and with the financial support of Carlyle, one of the word’s largest private equity funds, we are pioneering an innovative approach to high impact energy development, which we call Collaborative Green Energy.

Harnessing the potential of a number of green energy sources, Collaborative Green Energy brings together multiple technologies on a critical scale including, among other things, solar, storage, wind and hydrogen in a way which strengthens performance, reduces risk, creates greater output, and maximises the use of the grid. When they work together, these technologies are better than the sum of their part.

Florent Leblanc

Founder and CEO

Telis Energy UK is led by Florent Leblanc, a recovered investment banker turned renewable energy entrepreneur. Florent started his career in the City working in M&A for Dresdner Kleinwort Benson, and in Leveraged Finance for Scotia Capital and Barclays, before moving into private equity with Octopus Investments to develop and build, in partnership with Lightsource Renewable Energy, a 1GW portfolio of solar projects in the UK. After the end of the subsidies, Florent helped NextEnergy Capital build their UK subsidy-free solar platform, and prior to establishing Telis Energy UK with Carlyle, Florent founded Novergy to develop a 600MW pipeline of 50MW subsidy-free solar + storage projects in the UK with Canadian Solar and Renesola. Florent holds a Master in Business Administration from the University of Nottingham.

Alex Herbert

Head of Planning

Alex Herbert is a chartered town planner and member of the council of the National Infrastructure Planning Association (NIPA), specialising in the development and consenting of large-scale green energy projects. Alex previously led the planning team at Low Carbon Group, delivering over 100MW of solar projects in the UK, including the country’s first 5MW solar farm. He was Head of Consents for Tidal Lagoon Power, leading the Swansea Bay Tidal Lagoon from inception to consent. He also founded Giant Planning Ltd, an independent NSIP planning consultancy which advised RWE Renewables on Awel y Môr Offshore Wind Farm, Low Carbon Group on Gate Burton solar + storage Energy Park, Arise Renewable Energy UK on solar + storage NSIPs and Horizon Nuclear Power on Wylfa Newydd new nuclear power station.

Hugh Gilmour

Head of Land

As a Chartered Surveyor, Hugh has nearly 15 years of experience specialising in developing and implementing land strategies to support a wide range of developments. He has strong experience in major infrastructure projects and the Development Consent Order process with client-side experience at EDF leading on the land elements of the highly complex Hinkley Point C, Sizewell C and Bradwell B nuclear power projects. More recently, Hugh has been working in a senior position within specialist surveyors Dalcour Maclaren overseeing a number of large-scale green energy projects across the UK in both the planning and construction phases

William Duncan

Head of Operations

  • 15 years industry experience, including 12 years at National Grid where he held a variety of senior leadership roles

  • Most recent role was Project Director overseeing investments needed to connect low carbon generation across the south of England. Other roles pertained to improving profitability, operational effectiveness and restructuring, and the disposal of a gas transmission business 

  • Holds Chartered status with the Institution of Civil Engineers, Chartered Management Institute and Energy Institute as well as an MBA from London Business School
